Jennifer has been a part of the Putnam County community since 1998 , working tirelessly to make it a better place. Experience matters and Jennifer has it. As an attorney, Jennifer has spent virtually all of her career in municipal law. Starting as a Deputy County Attorney in Putnam County and quickly advancing to First Deputy County Attorney. In acknowledgement of her dedication to serving the public, and in light of her years of exemplary legal work in benefit of the residents of Putnam County, Jennifer was appointed the first female County Attorney for Putnam County in 2008. The next evolution in her career is to work on behalf of the taxpayers of District #4 where she will fight to reduce County spending, to lower taxes and improve tax abatements and to maintain and improve the quality of services provided by the County to its residents. Where Does Jennifer Stand on the Issues?

I’m Jennifer Bumgarner and I am a candidate for the Office of Putnam County Legislator for the Town of Patterson, District 4. I have lived in the Town of Patterson for the past 23 years and I raised my family here. We have benefited from its traditional values and small town feel.

I have worked in Putnam County government for my entire 25 year career. I was appointed by Robert Bondi as Putnam County’s first female County Attorney in 2008, was re-appointed by two subsequent County Executives and was confirmed by the Legislature. As the County Attorney, I represented all of the County’s various administrative departments, as well as all of its elected officials. I was directly involved in budget preparation and adoption, prepared and managed an approximate $1.5M budget for the Law Department, drafted legislation and policy memos and managed the County’s entire litigation caseload.

As your Legislator for District 4 in Patterson, I intend to utilize my years of experience and knowledge of the law and of the County’s legislative history to ensure that Putnam County continues to be a safe and affordable place to live and raise a family. Specifically, I will explore municipal partnering and shared service opportunities and advocate for the reduction of the size of County government and County spending while preserving the availability and quality of services provided to the community. I will remain dedicated to supporting tax incentives and benefits for seniors, veterans and first responders, and to taking a comprehensive look at all County-owned property to ensure it’s being used maximally and that its uses are consistent with the County’s interest in generating sales tax while providing valuable services to the community.

With your support, I will work tirelessly to sustain the traditional values and that we currently enjoy in Putnam County. Together, we can continue to put Patterson First.

In my opinion, there are two reasons that my

opponent is trying to claim ownership of this

issue and take credit for the actions of our

elected officials:

Illegal immigration is one of the biggest

challenges currently facing our nation and

clearly one which concerns the majority of

Americans; and

Ms. Russo is wholly unqualified to discuss

the local issues which are currently facing

our residents having never spent any time

working in County government.

If elected, I intend to continue to fully support County

Executive Byrne and my fellow Legislators in their quest

to ensure that homeless, illegal immigrants are not

relocated to our Town or County. However, I will not take

credit for their efforts after the fact in an effort to court

your vote based upon fear.

Demand that my opponent discuss the issues

currently facing Putnam County as opposed to one

which our county officials have already addressed.

What Jennifer can accomplish for you!

Reduce government spending.
Lower property taxes through the creation and enhancement of tax abatements and through the sharing of County sales tax revenues so that
Keep the County government reasonable in size.
Fight for transparency in County government by prohibiting “Pay-to-Play” contracting, thereby reducing the potential for corruption, patronage and cronyism.
Support legislation which would prohibit any candidate for a County office from accepting more than $1000 from any County vendor thereby reducing the potential for corruption and pay-to-play politics.
Continue and enhance the County’s efforts to ensure that illegal immigration does not impact the hard-working residents of the Town of Patterson and Putnam County.

Say No to Pay - To Play Politics!

Jennifer believes that the people of Patterson should choose their own County Legislator, not the County politicians in Carmel or the County Republican Boss - none of whom live in the Town of Patterson.
Jenn's opponent, as chair of the Town Committee, attempted to orchestrate her own nomination as County Legislator by concealing Jenn's Letter of Interest from the rest of the Town Republican Committee. This ruse by her opponent prevented Jenn from presenting her credentials and experience to the Town and County Republican Committees.
Despite Jenn's opponent's attempts. there was NO vote taken for County Legislator and the nomination process was shut down once her opponent had only been nominated.
Jenn's opponent and her friends in County government only want the residents of the Town of Patterson to hear one side of the story - THEIR side.
The County politicians in Carmel do not want an independent voice to represent the residents of Patterson because their designs for "Pay-to-Play" politics and fundraising will be much easier to achieve with a consistent "YES" vote from Jenn's opponent.
As residents and taxpayers of Patterson. let's say "NO" to outside influences telling us who will best represent us.

To My Patterson Neighbors and Fellow Republicans:

Recently, a letter was mailed to all registered Republicans who reside in Legislative District 4 in Patterson by James Maxwell, the Vice Chairman of the County Conservative party. He is NOT a resident of the Town of Patterson, but rather a resident of Mahopac. I have never met Mr. Maxwell, nor have I ever spoken with him. I certainly have never discussed my views regarding any of the issues facing our town or the County with Mr. Maxwell - yet he pretends to know a lot about me in his recent “letter” to you all. Let me clear some things up for you:

✔ I am a gun owner. I am ABSOLUTELY NOT in favor of banning guns. I am a staunch supporter of our rights guaranteed by the 2nd Amendment and I am in fact the reason that the Gannett Newspapers were unable to obtain personal information about Putnam County pistol permit holders. I personally defended the County’s right to withhold that information from the public in court.
✔ I fully support my fellow Republicans in County government who took measures to ensure that Putnam would not be considered a sanctuary county and to make it clear that our law enforcement agencies would continue to follow the law as it pertains to immigration enforcement measures.
✔ While it is true that I am one of more than 4,000 people employed by the County of Westchester, I am employed as an attorney and not in a policy making capacity. Interestingly, Legislator Joseph Castellano, who I had the very good fortune to work with during my tenure as the Putnam County Attorney, is also a Westchester County employee and he received the endorsement and support of Mr. Maxwell’s Conservative party all 4 times that he was elected.
✔ I am a fiscal conservative. I reduced the County Attorney’s annual budget by almost four hundred thousand dollars in my first year alone by insisting that salaried attorneys perform the work that had previously been outsourced to private law firms. I find it ironic that Mr. Maxwell is alleging that it is I who wasted taxpayer funds when the current County Attorney, who is the Secretary of the same political committee, has reversed this policy and now sends thousands of dollars a year of taxpayer money to outside counsel so that the attorneys in his office do not have handle the work in-house.
✔ During the COVID-19 crisis I provided advice and counsel to all of the County’s various Departments, as well as to the County Executive and Legislature, with regard to the mandates being handed down by the State and Federal governments. The County government had no independent authority to make decisions regarding the COVID-19 quarantine requirements being handed down by New York State.

The people who control politics in Putnam County are clearly scared of an independent-minded candidate. They would prefer that the next Patterson legislator be beholden to them after they get my opponent elected so that their policies and proposals have support on the Legislature. They have absolutely no concern for how that will impact or disenfranchise the residents of our town. That is why they have stolen both the Republican and Conservative nominations for their candidate, that is why they have people from New Rochelle, Yonkers and Rockland County walking Ms. Russo’s petitions and that is why they have people who do not reside in Patterson footing the bill for my opponent’s campaign.

My support in this race comes from WITHIN the Town of Patterson. The Legislator who has represented this district for the past 12 years, and before that as a Town Board member, is supporting me. The Town Supervisor who has represented you for the past 9 years and before that served as the Town Planner and Chairman of the Town Planning Board is supporting me. Most importantly, my friends and neighbors within the Town of Patterson are supporting me.

As the Republican primary draws closer and my opponent and her County party bosses become more desperate, you will continue to hear outlandish allegations from their side. I urge you to be discerning and to question everything that they claim. Please continue to check my web site and my social media pages for responses and for ACCURATE information about who I am and what I believe in.

Most importantly, please get to the polls on June 25, 2024 and send a clear message to Mr. Maxwell and those who do not live in our town to stay out of its politics. These party bosses are trying desperately to control the narrative in this election, but make no mistake, they are also interfering with our Town’s ability to pick the candidate who will best serve YOU.
